You can start the apocalypse three ways: purchase a radio and tune in to the “Police’s Emergency Broadcast,” (which will then give you a notification informing “all citizens” about increasing reports of “cannibalism”), purchase a radio and choose the “Infect All Sims in District” (in the “Air Support” pie menu), or purchase a “Zombification Virus” to use on your Sim (or others). It’s up to you to either (a) be the hero and cure the town of this horrendous undead disease, (b) become a villain who spreads the virus as far and as wide as you can, or (c) die a gruesome, painful death at the hands of lifeless, robotic corpses. And more will get bitten and turn along the way. Random townies will turn into zombies once the apocalypse starts.
